One Nation One Ration Card (ONORC) Scheme for Ration Cardholders

The ONORC is a central government flagship scheme that allows ration cardholders to avail themselves of food grains from any Fair Price Shop (FPS) across the country. The scheme is aimed at ensuring that the beneficiaries get their ration from any Fair Price Shop (FPS) across the country.

Under the ONORC system, effective distribution of food grains is achieved through the nationwide portability of ration cards. And this nationwide portability is possible through the digitization of the food distribution system wherein ePoS (Point of Sale) devices are installed in FPS so that Aadhar numbers of beneficiaries could be seeded with their ration card. Utilization of the ONORC Scheme could be tracked through biometrically authenticated ePoS.  Because of Covid-19 migrant workers are stranded across different parts of the country. To fulfill the objective of food security, the Supreme Court made it mandatory for all states and union territories to implement the scheme by 31st July so that a person can avail of the benefits of food through PDS at any Fair Price Shop of the country.

In the latest development of the ONORC scheme, the New Delhi government has been able to cover over 56,000 migrants across the state. Post the implementation of the scheme in July 2021, a surge in demand for the scheme could be noticed. As a result, around 40,797 cardholders took rations under the scheme in August, a sharp increase from 16,150 cardholders in July.

Highlight of the latest development of ONORC in New Delhi:
  1. With increasing awareness regarding the benefit of the scheme, more beneficiaries are availing food grains through ONORC.
  2. Apart from regular entitlement, each beneficiary can avail 5 kg free ration under Pradhan Mantri Garib Kalyan Anna Yojana (PMGAY). This benefit is valid till November 2021.
  3. Generally, the subsidized price rate of rice, wheat, and sugar through the welfare schemes are fixed at Rs 3 per kg, Rs 2 per kg, Rs 13.50 per kg respectively. Due to Covid 19, the Delhi government will provide rations free of cost to the NFS and AAY beneficiaries from July to November 2021.
